Primarina stands on its tail like it's standing on two legs in official art, has the already-mentioned hair, jewelry, eyelashes, and its blue bottom half is actually a skirt. Decidueye wears a hoodie and its bottom half has feathers that act as pseudo-pants, not to mention the said fingers.
By contrast, it can be argued Incineroar's longer arms vs shorter hind legs and muscular body are similar to smilodons and sabertooth tigers' bodies that were built for ambushing and grappling, and not speed. Sound familiar to design and stats of what we're talking about? There's even species of ancient big cats that had plantigrade feet to boot. Wrestling for a cat pokemon at least makes as much sense as singing for a seal pokemon. And nothing about archery makes sense for an owl.
