If you didn’t pick cyndaquil, you can get growlithe and vulpix right after gym 3, and poliwag super early on and literally anywhere with water in the game if you picked Cyndaquil. If you don’t like poliwag theres chinchou for a super good electric AND water, in olvine before gym 4.
If you don’t want noctowl you can use pidgey or spearow. If neither of those are to your liking they give you a free togepi. If that also fails then theres xatu after you get surf.
