It's a remake/retread of Yellow, which was male-only, so they made a new girl. Just like FRLG were remakes of Red/Blue, which also lacked a girl so they made one.

This same logic was applied to HGSS, which were remakes of Gold and Silver which lacked a girl. It wasn't "explicitly" a Crystal remake, so they went with a new face.
