I mean there are people who may do, but most seem to like Eevee for the multiple evolutions gimmick so not veing able to evolve it may turn them down.

Eevee's BST is only 5 points higher, and it has only 55 base speed as opposed to Pikachu's base 90

Their attack stats are the same, and Pikachu's special attack is slightly higher, and both of Pikachu's offensive stats can be doubled with Light Ball
