It's a gen 7 pokemon that adds a new pokemon that wasn't in the other gen 7 games... the same USUM did (which is still gen 7).
There's no new region, nor professor, nor starters, of course no regional dex either, nor new villain team, so it's not a new gen. The 2019 game will start gen 8 with its new region, starters, professor and villains,
