They gave him pokemon that look like dragons because there was only one dragon line in gen 1. There was no variety so they had to branch out.

In Gen I, there were only 3 Dragon-type Pokemon: Dratini, Dragonair, and Dragonite. Lance was still made into a Dragon-type specialist even though most of his Pokemon were part Flying-type.

If Game Freak does this correctly, they should give Lance access to Alolan Exeggutor, who is also part Dragon-type.
