Even in regards to dressup, they could have done a little bit of work to make it so Raichu and the 3 eeveelutions could wear Hats at least, so that your starter would still have a bit of special flair after evolving. You wouldn't have them riding your shoulder anymore, but with following pokemon that's not too big of a deal.
The only other thing I can think of is if there's going to be a lot of cutscenes involving them that wouldn't work with them at a larger size, but that seems unlikely.
