Well, if it's a yellow remake, perhaps it'll have a Pikachu surfing arcade game that works like Mantine surfing, and instead of BP you get coins.

Costs nothing to play, so sidesteps gambling laws as well. Makes it questionable why Team Rocket is running a free arcade, though one could say it's just an innocent cover so nobody searches the place.

Either they will stop the player from being able to play the slots or they'll do something like the Lottery or some sort of mini game.
Honestly I just see them getting rid of it and replacing it with a fake house.

This. You gotta at least be able to win Porygon, because that's just not a Pokemon they can put into the wild and have it make any sense. I'm betting on something like an arcade with one simple game, maybe an Asteroids clone where you play as Porygon, you can play it for free so no gambling comparisons and if you beat the "high" score, you win a Porygon.
