In proto-Gen 2, the region was all of Japan.

The city that OP posted is the game version of Kyushu, which would later become Hoenn.

The Map of the GS Beta is based on the entirety of Japan. This is based on the same part, that Hoenn would later be based on.

Nah. The regions of Gen 1-4 were based on Japan anyway. Probably felt crammed. Look at GS-Beta Kanto.

More likely that the anime made the franchise huge enough to realize they had a cashcow to milk dry, therefore they didn't want to use up the entire country of Japan in one game.
