It doesn't. Each Pokémon can call for help once if it's successful.

I think you mean can only call for help when it doesn't have an ally.
When you're trying to catch a pokemon and keep wiping its friend out, it can just keep calling over and over.

In USUM, it only calls once unless you're dumb enough to KO the one who have the less health to let the other call for help

I've yet to get USUM.
I have Sun. It's a retarded mechanic and it makes some battles drag on.
When I leveling up some Pokemon on the little mud horses, fuck their name, it kept on happening.
I'm starting to remember why I never actually finish the game. It's the first gen that I have yet to finish.
