don't be retarded. it has nothing in common with it at all. the only vaguely similar thing is black tipped flippers looking kind of like stumpy clawed legs if you squint really really hard. the head, tail, and details on both are totally different. there's plenty of actual beta and reworked designs, this dragonair plesiosaur and samurott are not one of them.

it looked too much like lapras. If you look carefully you notice that most scrapped pokemon were either too similar to existing ones (like fire pikachu evolving into NotArcanine) or redundant. They went from 4 fire-type babies to 1, removed some water types, or cut away one of a pair of pokemon that were too similar (pinsir2 and scizor, bellossom and NotVictreebel).
