It's not its a shellder eating a slowpoke and consumed it. It probably occurred when slowpoke evolved into slowking. But the shellder was so aggressive it did not stop there and decided to consume the entire body. Basically some sort of cannibalism, I mean look at mega slowbro, it was almost eaten due to the mega energy effecting the shelder so much. Nice alternative evolution but I can see why it was dropped. To dark of a story.

Mh, regional variant in the same region sounds dumb

Also, what if parasiting a Slowpoke makes the Shellder grow bigger and spiky, and the scrapped concept was more like an alt form of Shellder. Also, parasiting the head of the Slowpoke would make the Shellder grow deferently because it is connected to the brain.
