Those weren't originally Pokemon, just "concepts for Pokemon" according to Ken Sugimori. They eventually got reused and made into real Pokemon, though there's evidence to suggest Tyranitar was a cut Gen 1 Pokemon.

Tyranitar was a late-game addition, much like Hydreigon in relation to B/W or Mew in R/B.

It takes a long time to prepare a demo build to show to the public. The demo was probably very outdated by the time they showed it at SpaceWorld.

I don't have the source for Sugimori but here's a page from the original 1990 Capsule Monsters page showcasing some early Pokemon designs. There's an early version of Spearow and CLefairy here, as well as a Pokemon based on Godzilla as the second Pokemon on this sheet. Most people speculate this Pokemon eventually became Tyranitar.
