The funniest thing though, is that for all you know, you could even be right.

What if, for example, during the design process they had a design for Rhydon that looked very much like Nidoking, scrapping it for Rhydon but ending up going in two directions with it and keeping it for something else?

You don't know they didn't. Meanwhile, it wouldn't surprise me at all as someone who is actually creative because I've fucking done it myself. Started drawing a character only to end up with 2 or even once 3 characters in the end because little things I did that I didn't like on the original design triggered inspiration for another one with those features.

They probably scrapped the idea for his evolution and built on the old design for Lugia.

Anon, he's just saying the design may have been reworked for Lugia.

My guess is that they where polishing his design, and decided it would be better as a Legendary counter to Ho-oh. Polish it up more, drop the staff, make it more legendary looking, then there. Instead of another gen 1 evo, you got a mascot for your other version.

Fair point, but I think the fact that we're talking about a Pokemon based on a legendary creature known for reviving, that we know has the power to revive others.
Forget Fearow really, I don't think it's a crazy idea that Ho-oh is the revived form of some non-legendary bird even it's not actually a known Pokemon.
