>>35763218Most likely because it was part of a different evolutionary line of starters, which had been 2/3rds replaced with the final mons by the time of the demo, but Bayleef hadn't been implemented yet. Since the starters can't evolve in the demo it would suggest that this was never the intended evolution for Chicorita. It likely had a preevo and an evo that we may never see, though the preevo could well have become Flabébé.
