They really should've given Meowth that pre-evo since its basically one of the most iconic Pokemon thanks to Team Rocket's Meowth

What would its anime debut have been? Meowsy being Team Rocket Meowth's younger sibling? TR Meowth taking a Meowsy under his wing for a whole episode, training it to be a TR member but ditching that idea when Meowsy plays instead because he's too young for that?

Why? It would just make both Meowth and its pre-evolution completely useless.
