Furthermore, its important to remember that this was 1997, and Pokemon was not released in the US until 1998 and Pokemania wasn't a thing until 1999, G/S were released in Nov 1999, that would mean that Gamefreak would have had to redesign Mantine the same year it was released extremely unlikely. Most likely, there was a change in direction.
