No, Lugia was added very late in development for other reasons, it was already confirmed that Lugia was made especifically to be an anime only pokemon made for the second movie since they really wanted to make a master for the legendary birds in the movie, and it was made a couple of years after this beta, they changed their mind during the development of GS and added it as Ho-oh counter part, you can still clearly see they didn't had any other role in the lore other than living in the ocean after the whole burned tower issue.

Thats not true. Lugia was made for Gen 1 and then was cut. It's hex spot in the games memory was replaced by the lavender tower ghost sprite. There were a total of 40 Pokemon that were supposed to appear in gen 1 that got axed. Their removal from gen 1 resulted in their hex memory spaces being used for other things (fossils, ghosts, etc) and the remaining unassigned hex memory spots when called upon generate the missingno glitch

Seems like Farfecth'd evo theme was going for some sort of dominatrix theme just going for the whole design with the mask, the whole whip thing and the mask, it's even named Madame.

I think the mask it's a complete coincidence since Lugia doesn't have one but it's probably just part of his eyes, probably because of the whole design as a huge marine monster.

Pretty interesting since a lot of Pokemon that are in the beta are a lot of Pokemon that were cut from the Gen 1 aside from Lugia, also the fact most of then had pretty much finished designs like Skarmory, Ho-oh or Donphan.

It wouldn't surprise me if some of those sprites like the legendary dogs were the ones who were originally planned to be in Gen 1, you can even see the rough style in some of those sprites alongisde just like the rest of then.

the dark fur around a racoon or ferret's eyes is called a mask despite not literally being a mask. the dark parts of lugias face around his eyes, despite being a part of him, is a mask. however, I think youre onto something with the dom theory

Anon that theory doesn't really hold water any more. We don't know what all of the cut pokemon were going to be in red/green and the cut pokemon we do know about weren't in the demo. The index list for the pokemon doesn't hold up either anymore either since most of the demo pokemon were shifted around before the final version.

Considering how quickly Gen 2 turned around after scrapping this, it doesn't surprise me if they scrapped an evolution to legendary-ify it. OLM commissioned Lugia, they only asked for a bird legendary.

Neither Ho-Oh nor Lugia were in gen 1. Morimoto was asked at an event if Ho-Oh was ever a gen 1 mon and he said no and Lugia was made for gen 2 after the anime team asked for a bird leader.

the way the games work, it doesn't mean lugia was planned for gen 1. it just means that lugia's gen 2 index id occupies the slot of a cut mon from gen 1, meaning it couldve been something else entirely (and almost surely was)
