You have been tasked with creating a full Reboot of Pokemon with the goal of making it cater to the older audience, similar to Breath of the Wild. Since we have Pikachu and Eevee for the newcomers.

You may not change existing evolutions (so Bulbasaur will be able to evolve into Ivysaur for example) but may add additional lines or extend/branch existing lines (creating a Fire Stone Bulbasaur evo for example, or an evolved Fearow).

You can change the battle system, invent or revisit a region, alter just about everything.
