I really like the concept of how it could evolve from level 1 but he gets his best moves if you keep him in his first stage until you decide when to evolve it.

Are you retarded? This is why they removed Brock. Brock is a caricature of how Japanese draw Chinese/SEA and even Okinawan people. Game Freak has been careful with racists stereotypes and depictions of weapons starting Gen 2.

I honestly thought for sure that most of the random-ass moves in SM were meant for Pokemon who would appear in USUM. When Poipole was revealed, I thought "oh, this is the Pokemon Toxic Thread was really made for".

Then it turned out that Poipole didn't learn Toxic Thread and Blacephalon didn't learn Burn Up or Fire Lash.

Brock left the anime in 1999 and was brought back after the Orange League finished when they realized people didn't mind Brock and wanted him back, it was another case like how Mexicans begged to bring Speedy Gonzalez back
China didn't have proper game releases until Sun and Moon and SEA still doesn't have iirc (they get English games shipped), but the pokemon anime has officially aired in those areas for decades (and manga too)
