originally it was born to protect from rain but since it protects from rain of course it does serve well against snow and blizzards, the chinese, filippinos and other asian cultures do have those similar concepts as well
they are also known as snowman straw hats (hat costumes) or snow jackets, now instead of straws made from rice crops, fabric made poncho that look similar are also used, it makes sense because froslass keeps the the clothing theme as some sort of kimono and the yuki onna

The oni theme was clear, they added extra details like having a rock body like and hard ice, the rest explains why it has no arms and is basically spheric. The other wall was dropped to explain its movement which is all about rolling I suppose.
