Chimney, he's made to move to Verdanturf with his family because (again supposedly) the wind doesn't bring soot down to it so the air is fresher and cleaner, he stays there for a while and then starts going on a journey to challenge gyms and try to go for the League. In the manga he actually has a respirator that he wears in order to breath around Hoenn. So I'd say it's highly likely he has asthma.
