My proof lies in Houndour/Houndoom whose design remained virtually unchanged, but their ugly ass art was cleaned up before release. As for the others:

>GirafarigI bet you $100 Girafarig was changed to look less intimidating. From an aesthetic point of view, proto-Girafarig was badass. It looks all cute, but it has a dark(type) side that you can only see when you use it in battle. It looks a little too evil however. My first instinctual thought when seeing it was "wow, I'm glad I didn't see this Pokemon's backside when I was a kid."
