Quality check is a must, and even then you are aware some of these designs got reworked or are part of the design inspirations of the following gen designs.

You can't put baby Tabgela in the same category as baby Goldeen, Ponyta, or Grimer. At least it looks different enough, plus a similar thing (prevo + evo a generation later) was later done by Roselia.
Also, NuSprout is amazing, but mostly due to concept (having an alt for the line to have a la Bellossom). Design-wise, yeah, it's not the greatest.
Otherwise, pretty good taste.

The beta Leafeon has the same design style as the RG eeveelutions, especially Vaporeon before they tamed them down, leading me to believe it was cut from the original 190. Possible reason for dropping from GS is not willing to go for the leafstone retcon or that psychic/dark is already a nice tidy addition and adding a grass type on the side is not as logical.

Also I'm quite mad they dropped some of the ideas altogether, especially Caveman, Voodoo Panda and Bell-cat (dumb idea, but it works as a Pokemon). A lot though looks pretty shitty (90% of the babymons), so at least the cutting room was useful for that.

The anker shark looks kind of cool, but its evolutionary line makes zero sense. And of course they had to only use the last evo as design for a future mon (Huntail, which also has a nonsensical line).

There is my theory:
Given that beta Leafeon has a wildly different design and is an the end of the game's pokemon index list rather than with beta Umbreon and Espeon, I assume the Leafeon was in fact cut from Green and that version was just stuck back in the last pokemon slot at the time the Gold 97 ROM was built. They mush have just been deciding to bring it back or not and some time after decided to drop it again. Whether or not this was after Umbreon became dark type, who knows.

Does anyone else feel like this whole beta thing makes a lot of sense?

I always got the feeling from a lot of gen 2 mons that there was something I'd missed, or a theme that goes nowhere in the final version which we can see here now. For example Hoothoot becomes a regular owl, but the beta kept the theme. It's like it all makes sense now.
