He showed up i the TCG way back in baseset. He showed up in PokeSpecial in the Yellow arc. I always thought it odd he appeared in two spinoffs, but neither the anime or the games, but now it turns out he was in the GS beta.
Does this mean the manga writers and card designers had access to this beta? Or did the dev team warn the spinoff makes that he would be appearing in GS and people should include him to build hype? Presumably that would imply that he'd be a fairly major character. Why did they then decide to cut him from the finished game.
