I feel like it was intended to, just like Hitmontop can, be able to function both upside-down and rightside-up which is why it has three eyes to "see normally" regardless of orientation. The main difference however being the legs are at the head instead of the body.

There's two ways to interpret it. The first way is the one similar to the finalized Hitmontop, where the eyes are at the bottom and the Pokemon is upside down. The hands are tucked inwards, and the mon has three legs to kick at as it spins on its head. This ties into the capoeira theme of the Pokemon.
The second way to look at it is to see that it's right side up. The mon's hands are in a meditating position, while the Pokemon has a third eye on the bottom alongside two regular ones. It has no legs, instead, balancing itself on a lone spike. This monklike top theme ties into Tyrogue having to balance itself to evolve into Hitmontop, the monk aspect is "enlightenment" while the top aspect is it continuing to maintain balance.
I personally find it much more clever than the final design.

It's Porygon-2 in the gaming and the idea of being made up from rounded objects is the same. I personally much prefer Spurdo-2 as I like that the new animal influence is a result of the built-from-spheres concept.

Hitmontop used to have his own line on beta...

His legs are on the helmet on his head. His eyes is just on the bottom of the helmet.

His legs is a spinning top, with an eye.

I do think that he can walks upside down, so that would confuse his enemies.

Hitmonlee is one of my favorite pokémons, this spinning top is one of my favorites pokémon too.

That's probably a Satoshi idea, but since Masude lead the direction of this game halfway through the development, Satoshi vision got scrapped.

It's sad.

That eye is also known has the "third eye".

considering both twins' and girafarig's moveset has been blanked out and replaced with like 3 extremely basic attacks stopping at level 11 in this particular build, while twins does evolve into girafarig, it's a pretty safe bet that twins, given its sprite style, is a leftover from a previous incarnation of the evolution line (similar to hanamogura coming off of what we now know as chikorita).

I always just assumed that team rocket was responsible for the slowking evolution. When they were cutting off all the slowpoke tails, the shellder had to attach somewhere else if it wanted to evolve so it attached to the head.

Well it tries to evolve every level, people keep thinking it's to curse the voodoo doll but its actually to keep the jangshi sealed. If you let it evolve you are setting it free. It would learn Neil last at level 100 as the final nail in the coffin. Lol

Your linework is great but please for the love of god don't color them in with a colored pencil; it makes what could have been a great drawing look like a little kid's sketch. I love the art, but from the thumbnails they looked really amateur

The only reason I can think of for Plux having beady eyes like that is that the Pinsir sprite used in the demo still had the old beady eyes so they were maybe thinking of permanently retconning it
