There should be less of them because there are too many for them to feel special. If they had scrapped the Eon duo and stopped making legends altogether after Gen 3 it would have been perfect now.

A very rare pokemon that is found in a way that makes it difficult or challenging to get to or catch, involving exploring a dangerous location, solving some puzzle or task, or it roaming everywhere and being a happenstance encounter.

They shouldn't be set up as something perfectly one of a kind in most cases, but more just so rare that you'll never really find more than one in the wild.

exactly this. it's gotten to the point where a sizeable chunk of every dex is legendary. some of them would have been perfectly fine as regular rare pokemon, or even given whole lines. they should be the stuff of legend, rare, hard to get, hinted at in scraps of lore.

You missed my point. I just don't think anyone should be able to catch a god of some sort or travel through dimensions with the help of some weird space lion or bat. I think legendary Pokemon would be better off being ancient myths that one day reappear to be caught by someone worthy of them.

Powerful, rare, revered Pokemon that aren't the fucking embodiment of reality or whatever. I want more Ho-ohs and Lunalas, not Groudons and Dialgas. Xerneas and Yveltal toe the line, but they're more just powerful mystical creatures that can manipulate life energy than literal gods.

Fucking Volcarona feels more legendary than Arceus because of its tangible impact on people and its much better design.

No whole "hurr durr embodiment of x integral physical force/concept lmao". Necrozma was sort of like that. Not some old god creator iirc, but an extremely powerful Pokémon with special properties that's hidden away and extremely rare.
