This is already a world that allows people to treat pokemon as both friends and tools. Technically, it shouldn't be illegal, but that doesn't stop certain people not being accepting of it. The majority of the world says pokemon are equal beings, though. You don't have to if you don't want to, but you'd be the weird one.
