Obviously we as players luck out because we know a professor who has several rare pokemon on hand to give out if he feels like it, but outside of that I'd imagine they'd be either expensive from a pokemon breeder, or very hard to find in the wild.
That said, it'd be very interesting for them to give starters to trainers it would make sense for. The typical 'rich' trainer class would be a good fit, since they could presumably buy an egg. A breeder or a pokemon ranger would fit as well as an occasional thing. And then maybe you bump into a scientist who has three starter pokemon, and decided to use them himself instead of having a 10 year old do all the fieldwork.
