Lugia and Ho-oh are the only legendary duo with their own themes, and they're both great, but most people tend to ignore Lugia's theme. Seriously, I once had a conversation with someone where I was defending this tune, and when I said I liked this one over Ho-oh, the guy literally said "Ho-oh's theme is better, it's Japanese". Who cares if it sounds Japanese? It tells us nothing about Ho-oh at all. Any other strong Pokémon or trainer fought at that same place could have had that theme, but can anyone else have Lugia's theme? No.
The theme starts off tense, with water effects, reminding you of Lugia's choice to live beneath the waves to avoid its power from hurting anyone. As the melody starts rising, a ringing alarm-like tune plays, as if you just unleashed the power that the beast chose to suppress. The theme follows with a powerful, militaristic-like melody, as if a war was taking place right then and there. After that, the track takes a break to play a beautiful melody, showing Lugia's majesty and goodwill, as if Lugia somehow regretted being so powerful, and as if it was even showing some pity for you. But Lugia quickly comes to its senses as the theme goes back to a loop, and as the melody descends and goes back to the main melody, you get thrown away from the illusion and back into the fight at hand.
That, ladies and gentlemen, is how you tell a story through music. That track told us so much about Lugia, and you don't get that with any other legendary theme.
