No, I like that Ho-oh is almost intentionally made as mysterious as possible that way. Plus it also means he doesnt get involved in the petty fights that plague every other legendary in the anime

I would hope Ho-oh would be tied into the final arc of the anime, since it’s the first legend Ash saw.

A former director of the anime (he was the director up to the Battle Frontier arc and worked as a storyboard artist until BW) stated that Ho-Oh is a symbol of how special Ash is.

Ho-Oh started Ash on his journey and was one of the reasons he went to Hoenn, and it is never seen by anyone. So, Ho-Oh is just a device to show how special our main character is for having seen it three or so times. Nothing more.

I believe it was planned to have a movie at one point (when the GS Ball was planned to contain Celebi), but then it was decided that Celebi should star in a move instead, so the GS Ball was left with Kurt in the hopes that viewers would forget about it, and Raikou got the shaft

i honestly though the special was fun actually just for the Johto main characters, mostly because it was the only time we got to see then, kind of fits just like Raikou gets the less representation out of the three beasts.

I guess that saying that raikou getting a spin-off special as it's only highlight in the anime is like saying it'd be fine if zygarde got a lead role in a mystery dungeon game as it's spotlight instead of the kalos third version it deserved.
