Because the idea behind Porygon2 is that it's just Porygon with a better model. But this guy is an entirely different model, so it should have an entirely different name.
Personally, I would make it unrelated to Porygon, and have the lore state that it was a prototype meant to test the technology that lead to the development of Porygon2's upgrade.
