That's a ten goddamn level deficit. I'm genuinely impressed with how fucked Game Freak is with level scaling and how they still haven't fixed the wild-trainer level deficit after all these years
If it is a feature it's a damn shitty one. It shouldn't be "trainers are harder because their pokemon are higher level", sure bump them a level or two higher, but the difficulty should be them having multiple pokemon.
