I seriously cannot get over how fucking awful Razor Wind was in Generation 1. A normal type move that takes 2 turns to give you an 80BP attack with 75% accuracy!!!
Its so bad, its amazing. Now, back in Generation 1, an 80BP Normal type attack was not that bad. Its easy to forget these days, but back in RBY, there was not only far less moves, but the movesets of many Pokemon were incredibly limited to a ridiculous extent. Pidgeot, for example, does not learn a single attack stronger then 40BP. For good movesets, you needed TMs. TMs also had a one time use, so you could have had a good TM but you wouldn't be able to give it to any Pokemon.
However, even in this context, Razor Wind as a TM is completely outclassed by almost every other TM in the game, and this was the game which had Rage as a TM. Fuck, even that would be a better move, because at least it has 100% accuracy! There was so many normal type TM options that are better (why go with Razor Wind when Mega Punch is a 80BP move with 85% accuracy and you can at least use it twice in 2 turns?) that even limited TM selection is no excuse to give a Pokemon Razor Wind. "But anon, Razor Wind can be marginally useful if its used early game" No, GF didn't even give you that, by the time you are able to get the Razor Wind TM, you've already reach Celadon. And guess what Celadon has? It has a game corner were one of the prizes is Hyper Beam. So even as a 2-turn Normal type attack TM its outclassed YET AGAIN. Oh, and did I mention that Strength is a HM, with the same BP and 100% accuracy!
