Because N, like the entire arc, was little more than tedious, prosaic nonsense. Game Freak tried just hard enough to get people to give a shit and left it there. When a series is built on mediocre garbage, there's no reason to even expect anything different. If one time out of a hundred you actually make an effort but stop short, that isn't a good narrative, it's basically slightly less shit.

Oh and N is a soiboi, his desire is stupid, and Ghetsis is utterly trite. Red is a boss, Cynthia got that bangin' bod, and you're just a faggot.

N would need some motivation like pokemon being endangered to come visit a new region, which in hindsight would have been perfect with the Ultra Beasts. They could have even used him just to show that Ultra Beasts aren't inherently evil by having him listen to them, or inversely make them more alien by having him unable to hear their voices.

Not only that, it's also a character that it's loved by everyone and seemingly fixes everything. The term was coined for self-insert fanfiction characters because they were always like this, they were even love interest of the author's favorite character.
N wasn't liked by anybody by Plasma, never had family love. Zinnia also was nothing special, she didn't have Aster's powers and she was the self-proclaimed "lore keeper". Her people didn't care for her and this is made stronger in Spe when they even actively try to boycott her.

I don't think N is a mary sue, but one of the classic features is that they have people who hate or mistreat them but these people are always shown in an extremely bad light/are evil. It is not that they are simply loved by everyone, but that liking or disliking them is the factor which makes other character a good or bad person. Though usually either way a character must admit how great the Mary Sue is which can easily be a factor for why they hate them.

They can have a flaw but it is not a real flaw, e.g. no parents and raised by animals but they had an amazing life as this and gained special power/understanding from it. The flaw is not a real flaw and in fact makes them more special and amazing. Same with how they'll have some dumb eyes or markings.

I'm glad Red keeps coming back because it made the people who thought he was a generic shonen protag or an emo bishonen (Pixiv Red) mad
I hate Kanto pandering but I think characters appearing it's fine. It's a nice nod that doesn't take away from everything else like the Kanto references in Kalos completely destroying the identity of the region.
I did hate the Giovanni pandering in RR tho, because they took it too far. Seeing Giovanni make every other boss his pawn even Lusamine who had already been hurt by USUM changes really bothered me.
