Japanese are usually very anti-police and anti-jail because their justice is system is fucked. You know those stories about how "Japanese has a low crime rate" and shit? It's marketing to attract tourism and inversionists. It's not like the country is overun by crime, but this is the same place where Yakuza have buildings with their names on the entrance. Police in Japan often take no action unless the case is easily solved so they can use it to show everyone how effective their police is, but sometimes they just pick anybody that just looks remotely guilty just to close it, and it's also not unheard of criminals who were let go with piss poor sentences or none.
The Police characters in the games are non existant or exist but they are usually doing nothing, do nothing during chaos and even in Sun and Moon they inserted a police that picks a fight with you because he's bored. This game is very Japanese in that regard.
Villains getting fucked up by their own desicions (Cyrus, Lysandre, Ghetsis, SM Lusamine), beat by the portagonists (Giovanni), going to find redemption and make amends for what they have done (ORAS Archie and Maxie, USUM Lusamine) or secluding themselves so they don't ever bother anyone ever again (RSE Maxie and Archie) is not a surprising narrative in Japanese games or anime.
