Manaphy was the shittest, followed by Hoopa, followed by Diancie, followed by Arceus. Kyurem is the next shittest, but at least that was OK for most of its runtime until it fell apart at the end. It should be noted that Manaphy is only shitter than Hoopa because it's so much longer, were they both the same length Hoopa would no doubt be shitter.
Celebi and Victini are also shit, but for different reasons than above. Celebi because it fucked the GS Ball storyline instead of working it into the movie like a normal company would have, while Victini was shit because they tried to make two movies on the budget of one, resulting in huge amounts of padding and lost potential from the need to reduce the number of scenes that would need to be different in the other movie. Victini done as one movie would have been fine. The villain would have had Zekrom from his ideal of restoring the Vale while Ash would have had Reshiram from the truth that hurting Victini to achieve that goal was wrong. They could have had a real battle with none of the Dragon Force bullshit and none of the 'character dies but lol, no, they didn't die' rubbish done in more movies than not, and Shoko's child characters could have actually done something instead of being a gimmick.
