The exception to that being Eevee. If it's constantly under weird DNA stress from it's environment, it's completely reasonable that one region would do that more that others and allow the stones to work that didn't previously.
It would be completely reasonable for Espeon, Umbreon, Leafeon, and Glaceon to evolve with the Moon, Sun, Leaf, and Ice Stones respectively. Sylveon doesn't really make sense with the Darkness, Awakening, or Light Stones but the rest work fine enough.
