GF thought they could just cut a few corners here and there with the games because the DS was selling gangbusters so they just repurposed a lot of stuff from gen 3 only they forgot to add the parts that made it fun. In the end it meant that despite the popularity of the DS it didn't sell much more than the previous gen.
So the next gen they went big, took in the fan criticism of the last one and made it great. But it was right at the end of the DS' life and while it sold well it wasn't as much as Gen 4.
That's when GF decided to go back to their lazy rehash policy they had with gen 4 for gens 6 and 7. If they couldn't sell more then they'll just work less. This unfortunately worked brilliantly for them.
