It's one of those things where lore/plot and gameplay divide. There's no in-universe explanation for it, they just don't want to nerf water pokemon by making a lot of them only usable in water areas.

You can at least assume that they're able to float in air because some water types actually already do. What about when you're surrounded by nothing but water and challenged by one of those swimmers to a battle?

We've seen some of them being able to move on land. I'd assume the ones without psychic powers just flop around. Sending out your Dugtrio when swimming makes a lot less sense than that, imo.

What if all water Pokemon outside of Magicarp surrounded their lower halves (or entire bodies) with bubbles of water like Dewpider does?

I'd believe it, even like it considering they can create gallons upon gallons of water to fight with easily enough.

I like to imagine they can just levitate with psychic power. Fairly certain a lot of other non psychic Pokémon can learn the move psychic itself so it’s not hard to believe that some Pokémon have the minimum psychic ability to float.

I would like for them to actually swim if there’s water in the battle arena.

Terrain restriction could be a great gameplay mechanic. Lock some type of pokemon behind restrictions and greatly buff them when the terrain conditions are applied

All fish and permanent swimmers should summon orbs of water that surround them on the field with "water type moves"

Physical attacks should see them bursting out of the water, then flopping back to it when done frantically. Special attacks just come out of the water.

Bonus points for explaining how one of these could use an electric move without literally dying.
