All of them have the same A button/smash attacks and aerials, albeit some are faster or do more damage than others, etc. They're all essentially reskins of each other with slightly different hitboxes. Jolteon is nimblest, fastest and easiest to K.O., Flareon is the opposite, but packs more of a punch. Stuff like that.
Three of the special buttons do the same thing, namely to cycle Eevee through its evolutions. Down-special cycles through the 3 Kantonian forms, side-special swops between Leafeon, Glaceon and Sylveon, and up-special goes between Espeon and Umbreon. The neutral-special is the only thing that is a unique attack for each individial Eeveelution, which means that each Eeveelution only has ONE special move.
