Why? This locks away so many evolution until postgame for no good reason..

But the evolutions aren't locked off until postgame.

In Crystal at least you can scum for them with the daylight savings feature. And in HGSS you can get them through mini games.

No excuse otherwise though.

1. Why are Wild Pokemon levels so low until you reach Victory Road?
2. Where are all the elemental stones!?
3. Why are there useless gaps in surfing areas like whirl islands that force you to double surf when it's in the same area?
4. Why are there so many trainers with status effect moves and contact (static/poison point/burn)!?
