So the great thing about pokemon in gen 1 is that there weren't hundreds of them yet, so they could be made based on what they added to the gameplay experience instead of what they add to the canon as a whole. So Abra and Magicarp both become very powerful pokemon the former is hard to catch and both are hard to train. That's good balancing, and makes training them more rewarding. Early bug types are weak but teach the player about evolutions by evolving so early. Onix has an extremely exploitable weakness, but exploiting it requires you to learn about type matchups.
That first stretch to Brock is just great level design in action, it teaches a beginner a lot about how the game works. Gen 1 was thoughtful like that.
On top of that, both it and gen 2 are the least linear of the whole franchise and thus encourage the most exploration. Especially gen 1. There are several different pathway through the game and several optional areas. It's the most fun to explore in as a result.
