It's a fox in a dress, not much more to it. It doesn't succeed in being overtly mage-like, and some of its physical features could be a little more appealing on the eyes. A magic staff instead of a wand would be better logical progression, and enhance its badass factor.
Barbaracle is scary, but a brilliant design. People say it's "bad" because of how off-putting it is, without taking the effort to appreciate it unique appeal. It's fantastic for what it is trying to be, but certainly not a design for everyone.
I'm not going to say Garbodor is a good or bad design. What I will say, is that it is hideous on purpose. It's a pile of garbage. The designer, realizing this, made it ugly intentionally. Some people find a certain charm in that, although, that does not make it not ugly.
