Game Freak doesn't dictate who gets into Smash. Sakurai does. The only time they intervened was in Smash 4 when they requested a gen 6 pokemon, which was still up to Sakurai which to include.

Yes popularity is only 1 factor. You must be really biased to say that he has unique move pool potential. Grass, flying, ghost , archery attacks? No? Just grass and ghost typing provides 2 new typing to the pokemon pool. Whereas, another pokemon mentioned posts above, has already fire and dark type covered by charizard and greninja

Do you really think that if Decidueye was scheduled to be in Smash it would have gotten so little attention from TPC as a whole and especially in the anime? It's still a prominent Pokemon in the plot and there are strong indications that Ash's Torracat might eventually evolve. While Decidueye has only got an embarrassing cameo so far. We have a few archers in Smash but what we lack is a true sniping/trapping character who maintains a safe distance to apply pressure and moves in range for KOs. Spirit Shackle could act as a pinning projectile that has no knockback but holds the opponent in place for a moment, allowing Decidueye to follow up with a combo or smash attack. Several other grass and ghost type moves would likely work into his moveset, with less conventional attacks like U-Turn would give Decidueye additional movement options. Naturally, being Ghost type would also allow Decidueye to be intangible when dodging, like Mewtwo and Palutena.

This is just one of several possible concepts, mind you, but it should be enough to answer your inquiry.

Pinning as a mechanic was introduced to Smash 4 really late and it fit Spirit Shackle more accurately than a regular stun, haven't used Deci in Pokken yet but all of the Pokken characters play very differently than their Smash counterparts so I'm not worried.

Fuck Decidueye, but more importantly, fuck it's fans and the people who shill the hell out of this Pokémon. Greninja had every right to be shilled because it was actually GOOD. Decidueye is the worst starter In alola statwise and from my personal opinion. Yeah it looks cool and Rowlet is one of the cutest Pokemon ever but it's so fucking overrated and FAR from deserving a spot in Smash Bros. Other than being in Pokken (late in development I might add) it has NOTHING going for it. Yeah I know Characters from fire emblem games that only appeared in like one game prior to smash end up making it in, but that's only because smash bros is literally the reason fire emblem even became popular in the states anyway. So sakurai sucks the fire emblem franchise's cock just to make more money and turn everyone into weebs. Sorry to get off topic but, Smash 4 was a fucking disaster with all of the FE characters bwt. Only robin and Corrin were unique and even then they had swords. I'd say if anyone for Smash, it should be, or probably will be, Eevee, Zeraora (who doesn't really deserve a spot either), Incineroar, Lycanroc, a new Pokémon (might even be the one that is set to be revealed for LGPE), Sceptile, Raichu, or another completely unexpected Pokémon that already exists. If Decidueye does make it in, I will be extremely disappointed that that is what our new Pokémon representative will be. "B-but anon! M-muh starter type triangle!", fuck off with this shit already, smash bros fighters aren't put into the games based on patterns like that you fucking dumbasses. All these normies may want fucking Decidueye but I certainly do not. He does not deserve it. Give another Pokémon who could deserve it a chance.

Jigglypuff - Was a recurring character in the anime
Mewtwo - Literally based on his movie characterization
Lucario - See above, even the voice is the same
Charizard - Probably the only one who isn't anime-based, but even then, there's a reason he stayed when Pokemon Trainer was cut
Greninja - Ash had Froakie in the anime at the time, and its voice is the same as Ash's Froakie in both Japanese and English

The anime does play a big part in which Pokemon get picked

pikachu- mascot of the game which led to him being prominent in anime
jigglypuff- recurring role in anime yes
mewtwo-broken in the game, badass, was popular before the movie, probably that led to him having his movie
Lucario- popular design and get forced into anime and ingame as well (mega lucario)
charizard- way popular before movie. most picked starter before the pokemon got popular and got its influence in the anime
greninja- was chosen before greninja appear in anime. in fact he was selected at the very early stages of XY.

Thus, they may not be selected because of their anime appearance, their anime appearances are like a result of their popularity to begin with, barring jigglypuff. Thus, it is important to determine the causality

Mimikyu: Smash lacks a ghost character, it could have a unique Disguise mechanic where it takes reduced damage and knockback up until a certain percentage upon which the disguise breaks and it takes normal damage and knockback

Incineroar: Wrestling is another fighting style Smash lacks, would be fairly easy to implement as well since it's humanoid

Lycanroc (Dusk): Lycanroc is basically the mascot of Gen 7

All zoning characters have to pressure from a distance. While we don't have a zoning character with a stun or trapping move like Corrin or ZSS, they still have the option to ledge trap or possibly even frame trap to take a stock.
