Gamefreak realized they could easily release 2 third versions just like they do with the base games. XZ/YZ didn't get made because they wanted to have a new gen for the anniversary.

They ran the numbers. They had time to either do a Gen 6 third version + Gen 7 launch, or a Gen 7 launch + Gen 7 third version. Since Gen 6 already had ORAS as part of it they favored the latter option It beefed up Gen 7's catalogue more before the inevitable jump to Switch.

Not only that, LGPE was likely already in planning phases for Switch, since a Kanto Re-remake wouldn't do as swell on 3DS because of the whole "not in HD 3D" thing.
