Ok so he's the owner of the restaurant A.K.A. the Gym, and a few of his Pokemon are waiters/waitresses and quite a few of them actually perform!
His Greninja is always out of his ball and shows similarites with the Gym Leader. It's polite at first, but is actually quite intimidating in battle.
And finally, he is appears much earlier on, asking for assistance fighting some grunts from the evil team. He heads to the next town saying he has a suprise for the player. Turns out, that suprise is an optional yet kinda tough battle!
He has a full team, a staple of Gym Leaders within the region

If you beat him, he gives you Leftovers and a free Feebas!
Also, apparently, he likes training his Pokemon in underground fighting rings, as he's often found in 'em.
