Starters are the second strongest things in this game after legendary. Have them infinity re spawn for catching in the very first route of the game. Also the first gym won't let you compete unless you have a grass or water type because being able to have 6 starters in the very beginning is not easy enough.

Going with a different context here, but this line of thinking is why they just give away mythicals now. Having to catch the starters as opposed to being handed them for nothing is actually a good thing. It's the one instance of not hand holding in this crossing the road simulator so far.
