the games are said to be based off yellow so it's supposed to be FR/LG which had hoenn and johto pokemon, instead of the current number we got 151 again instead..

with 151st being put behind a paywall

A retcon can only be as good as what the information being retconned was. They had no idea they would continue the series to such a drastic degree. The only people this affects are people with such high levels of canon autism they literally can't overlook the fact this is a kids rpg video game that started in the mid 90s and not some fully immersive RP experience

You can find some NPC in GSC talking about how TR has been beaten by a kid two years ago
So GSC is set 2 years after RGB
Also in FRLG, the Sevii Island side quest connect with some event that happened RSE. So that confirms that those two events happened in the same time.
So RGB and RSE happened around the same time

I don't think they've ever given exact Pokemon numbers in dialogue since Gen III. They just say vague things "there's hundreds of Pokemon" or "there's over 400 Pokemon and perhaps more". The whole discovering species each new gen isn't a things since GSC, at most they'll say the new Pokemon are rare and not well know outside the region, like what Kukui says at the start of SM.

they always knew about the pokemon. oak and the other professors only give you a pokedex to collect additional info about them. thats the lore reason why they already have established numbers. oak only gave red a regional pokedex for kanto. in gen 2 johto pokemon still quite rarely appear in kanto, mostly at night. red most likely only traveled during daytime hours in gen 1.
