I kind of think that this wasn't a mix-up but more like Butterfree was made as a Venonat evolution, but they changed their minds and decided a butterfly Pokemon should have a caterpillar and cocoon forms. So Caterpie and Metopod were made for Butterfree, and Venomoth was made to be Venonat's evolution instead, or Venomoth was also it's own thing they decided to link to Venonat.
